Administration/Management

• Health Information Exchange.   Founder with community representatives of a nonprofit Health Information Exchange for four California counties. Merged with another HIE to serve 21 Northern California counties. Managed a project to link EMS vehicles with the HIE and receiving hospitals.

• Healthplans.  Managed the San Diego unit of CIGNA as a turnaround, to improve services and stop substantial losses. Helped negotiate settlements to long-standing disputes with provider organizations. For Greater San Diego Health Plan, improved operations of several departments including IT, claims, provider contracting, a PPO, and pharmacy. For Whittaker Health Services, responsible for IT and the central division of a startup national healthplan eventually sold to Travelers Insurance.

• IT Management.  As CIO, responsible for IT for a four-county healthplan, Partnership HealthPlan of California, which grew to 14 counties. Responsible for IT at Greater San Diego Health Plan and for IT for several consulting clients. In graduate school, ran a project to use IT for a hospital department and started a company to distribute a customized version of it.

• Strategic planning.  Assembled the strategic plan at one healthplan and led planning for another. Responsible for several strategic consulting engagements.
