Health Information Exchange, IT & State Government Experience


• Co-chair of the HIE committee of the California Privacy and Security Advisory Board, a state body developing an approach for privacy and security for ARRA-funded HIE.

• Advisor to the board of the California eHealth Collaborative (CAeHC).

• Member of the Health Information Management and Systems Society (HIMSS) HIE Steering Committee.  For the portfolio workgroup, author of a document section on core HIE technology.

For Alliance Medical Center, manager of a project to implement a second-generation ePrescribing system linking to an HIE clinical data repository for 50 providers in five community health centers and a hospital using the clinical data repository for ER patients.

• For Sonoma Valley Hospital, manager of a project to link several internal systems and to connect to the Redwood MedNet health information exchange for linkages to other providers.

• For the Rural Health Information Technology Consortium (RHITC), coordinator of a project to survey five critical access hospitals to determine the gap between current IT capability and that needed to achieve meaningful use for the hospital and to support meaningful use for commuity providers.

• For Partnership HealthPlan of California, a safety net healthplan, as CIO, led the development of a regional information-sharing system for the Solano Coalition for Better Health – encounters, lab results and prescriptions – and the development of an ER-to-clinic appointment scheduling system, a preventive prompts system, and an automated member call system. Developed a suite of eHealth applications including eligibility, referrals and authorizations, claims status checking, eligibility roster downloading, and Web-based claims appeal submission.  Developed a browser-based medical management system to replace a legacy system component.  Winner of Microsoft Healthcare Users Group (MS-HUG) Healthplan of the Year 2005.

• For the Health Information Management and Systems Society (HIMSS), chair of the HIMSS Ambulatory Interoperability Showcase at the 2005 HIMSS Annual Conference, demonstrating the exchange of IHE profiles among 10 vendors of ambulatory and hospital systems, lab, radiology, and a personal health record (PHR).

• For University of California, San Diego, Extension, instructor and faculty advisor for UCSD extension in IT and healthcare, developer of Active Server Pages certificate program.

• For Greater San Diego Health Plan, as VP administration of this 140,000-member physician-controlled HMO, responsible for information systems and other departments (hospital and ancillary contracting, capitated provider arrangements, claims processing, a 50,000-member PPO, pharmacy, CoB and third party recovery). Reorganized information systems department and completed and implemented a new managed care information systems.

• For Whittaker Health Services, as senior VP reporting to the CEO, responsible for the national IT function. Selected an information system and MIS director and implemented systems, all on-time and substantially under budget, in 30 new healthplan locations in 20 states.

• For Whittaker Medicus / Medicus Systems, as manager and then VP government services, founded and built a technical health care consulting group servicing Federal, state and commercial clients. Provided IT system support to several projects for the State of Georgia Department of Medical Assistance. Grew evaluation consulting group from himself to 30 FTEs.
